T2327 - Reconstruction of wastewater Treatment Plant Gardabani

Tender Description:

The Georgian Water and Power LLC (GWP) (a sister company of GST) (hereinafter referred to as "the Borrower'') has applied for a loan from the European Investment Bank- EIB (hereinafter referred to as &the Bankj - towards the cost of the Project "Reconstruction of Wastewater Treatment Plant Gardabani".

This International Invitation for Tenders relates to the contract for &Reconstruction of Wastewater Treatment Plant Gardabani".
The project is based on the contractual conditions for Plant and Design-Build for Electrical and Mechanical Plant, and for Building and Engineering Works, Designed by the Contractor (FIDIC "Yellow Bookj

This contract will include renovation of the Wastewater Treatment Plant and development of a SCADA system for control and monitoring of the renovated plant operation. The renovation of the WWTP will include the design, construction and commissioning of the following WWTP units:

  • Coarse Screen Stage and Fine Screen Stage
  • Grit Chamber
  • Primary Sedimentation
  • Primary Sludge Pump Station
  • Sludge Stabilization & Stabilized Sludge Machinery Station
  • Chemical Dosing Station
  • Included all required Civil, Mechanical and Electrical Works & SCADA.

This contract is expected to be implemented not later than 14 May 2018.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

  • the Tenderer shall have an average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last five (5) years of not less than EUR 30 million equivalent;
  • the Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of four (4) months, estimated as not less than EUR 9 million equivalent, taking into account the applicant's commitments for other contracts;
  • the Tenderer shall demonstrate that it has successful experience as prime contractor in the execution of at least three (3) projects for the construction or reconstruction of WWTP with a contract value of EUR 10 million each within the last five (5) years;
  • the Tenderer shall be certified for quality standard ISO 9001 (or equivalent) or shall submit his own quality assurance plan to demonstrate quality assurance procedures, which shall be applied for the execution of works under the Contract;
  • the tenderer or its agent shall be able to carry out the supplier's maintenance, repair and spare parts stocking obligations in the Employer's country or neighboring countries;
  • the Tenderer shall provide suitably qualified personnel to fill the following positions. For each position the Tenderer shall supply information on a first choice candidate and an alternate, each of whom should meet the experience requirements specified below:

The Employer shall award the Contract to the tenderer whose offer has been determined to be the lowest evaluated Tender and is substantially responsive to the Tender Document, provided further that the tenderer is determined to be qualified to perform the Contract satisfactorily.
